Yes, you can enjoy activating ABS/ESP while driving electric on snow! For a better experience worn summer tires are required 
I do live in the french Alps, and this car is delicious with the regen mode. I can recover 3 bars on a long descent!
I am a proud owner of a french flavored Peugeot Ion, made in late 2011.

She got the original 88 cells. Battery capacity is 8-10kw, which is a rough 2/3 of it's original capacity.
I can still do 80/90 km (50/56 miles) which is enough for nearby driving.
I activated the B/C mode (hidden for Peugeot/Citroën owners) and enjoy full regen and one feet driving. Neat!
I got this car sold as it, non running state for a thousand euros.
I was prepare to deal with electronics, and it turns out that was only accessories battery!
I bought a standard car battery (less expensive) and adapted the bracket to fit.
I also bought the Peugeot/Citroën diagnostic tool, that allowed me to recover security pin from the autoradio. Useful also for maintenance or for fun (changing Bluetooth name).

I am absolutely happy with it!
