While charging the i-MiEV on level 2 the watts are approximately 2,800 current flows, will this be maintained throughout the charge until the battery is close to a complete charge or will the 2,800 watts be reduced midway for a period as the battery is balancing?

The i-MiEV maintains its power draw through most of the charge cycle. There is a random 6-10 minute pause for what we think is to check voltage sag of the pack, and current starts decreasing around 95%.

There are graphs on this forum of power consumption while charging. They may help you visualize how the i-MiEV charges. For Example:

I had noticed the watts reduced to 001 while charging yesterday (using ChargePoint Level 2) but I did not know how long this was in effect. I had witnessed this on two other occasions at other ChargePoint Level 2 stations also.

Have others observed the 001 watt reading?

As PV1 explained, there is a pause in the charge cycle at some point and yes, it does charge at maximum until very near the end of the cycle when the cell balancing protocol is invoked

I'm guessing maybe 90% of us here have never used a ChargePoint for recharging? Even if it's not 90%, it's still some really big percentage
