8A/12A selection button

I used the supplied Mitsubishi charging cable at a ChargePoint station which had a Level 1 NEMA 5-20R 1.9 kW rating. I pressed the 12A button for faster charging but only the 8A button functioned and the 8A bulb was illuminated, I was drawing 838 watts. At home I also experienced the same results. Would this indicate a problem with the supplied Mitsubishi charging cable or is it user error? Thanks in advance for any feedback.

Push the 12A button after connecting to 120VAC but BEFORE connectiing to the car. Don't ask me how I know.
