Smart Phone App for IMiEV

Do we have a smart phone app for IMiev? Leaf owners have app?
Do you know why we do not have?
What is required? What is difference about the Miev that we cant have app for it?

Our remote works on a low-power RF signal. It was the cheapest solution that could retrofit a 3-year-old car model. You could build a cellular-to-RF transceiver if you can figure out (1) the frequency the remote uses (2) the protocol of the message format to and from (3) have a lot of money.
