The white is a multi-step paint process. We had a new front bumper cover professionally repainted after an accident and the body shop did a very good job matching the rest of the car. I fear a DIY job on scratches might look worse than the scratches, but you could always give it a go and if it turns...

You do want 100% of your hot water to flow to the heater core within the car and then back to your fuel heater to be reheated - You don't need to be flowing any diesel heated water through the uninsulated electric heater under the car which would waste a good percentage of your heat.
