We had the wonderful opportunity to see two Model 3 RCs on our trip. These were both spotted pulling into Tesla HQ at the same time. The car will lock out of starting and charging until the capacitor discharge is complete. Maybe it didn't complete the discharge before you plugged in and that locked out charging? A blinking Green light (lit then totally off) on the stock cord indicates bad ground. Try a different outlet preferably on a different circuit.
