The car will lock out of starting and charging until the capacitor discharge is complete. Maybe it didn't complete the discharge before you plugged in and that locked out charging? If you have a jack and a couple of jackstands, you should be able to reach the A/C compressor by removing the left front wheel and inner fender lining.
